It is clear we need more low-cost housing options in Victoria. The idea of including low-cost housing in the pool project has come up several times since 2011. We do not have to include it in the pool project. In fact, constitutional authority for housing sits with provincial governments, not cities. Both the Government of Canada and the Province of British Columbia Funds social housing programs and projects.
Although the City of Victoria should have strategies that encourage low-cost housing, and the City should offer tax incentives, affordable housing is a predominantly a Provincial and Federal responsibility.
